Function 1 aims to investigate gaps and needs for empowering knowledge holders' participation in IPBES and IPCC processes by:

(i) providing a clear view of the level of knowledge holders' engagement in IPBES/IPCC processes and assessing the interconnectedness between IPBES and IPCC knowledge holders. This involves implementing a proper characterization of the profiles of all knowledge holders (including different knowledge systems, such as scientific, indigenous, or local knowledge).

(ii) investigating existing capacity-building activities to improve them, particularly regarding participation and accessibility issues.

This survey is being conducted through desk studies, questionnaires, and interviews. It is accompanied by several IPBES/IPCC National Focal Points network meetings and will lead to the production of adapted capacity-building pilots for knowledge holders.

Ultimately, Function 1 aspires to strengthen the engagement of underrepresented knowledge holders in IPBES/IPCC processes and to build a long-term collaboration between IPCC and IPBES knowledge holders.
